If I start a post & want to see what it looks like, I hit the Preview button.
It's not working - where on the screen should I look for the preview?

If it's any consolation it doesn't work for me either. I have yet to do much exploring in the settings, though.

It seems to work fine for me. My posts always seem to be displayed in Preview mode unless I actively click the BBCode button in order to see the raw coding. In preview mode, you see the actual smilies, attached images, text formatting, etc. as you type them VS BBCode mode where you see the coding to make those things appear. For example:
Preview mode shows VS BBCode mode shows : wave

That's pretty cool, really! I like having the preview mode always on, and then again I like being able to switch into BBC Code mode so I can move things around easier (like photo attachments). Whoever came up with ProBoards, our host, has had some neat experience with message boards over the years would be my guess! This board is much nicer than any I've been on (not knocking boards before tapatalk; just commenting).
