Okay, this was a tough one, and humorous too.
I think this is Conservative Prime Minister Robert Gascoyne-Cecil, 3rd Marquess of Salisbury ("Bob"). He appointed his nephew, Arthur Balfour, as Chief Secretary for Ireland in 1887, an act of nepotism which was apparently both surprising and unpopular.
The phrase that resulted was, "Bob's your uncle!"

Our next man is a Comanche-Otoe-Caucasian mix of raw talent. He's a musician and an artist. He and his wife are dear friends of mine. He posted a meme on his FB timeline that is probably the best I've seen for the current state of the world.
He taught himself to draw "on the back of tithing envelopes" his mother gave him to keep him quiet in church. In 2019, he was recognized as one of the “Native Business Top 50 Entrepreneurs”.
He and his wife have toured on the rock & roll circuit; they've been on the national pow-wow circuit as artists & musicians; they have a business here in town; they have 4 bright & aspiring children; and they're sold out to the Lord.

A few years ago, the Lutheran church issued an official apology for the way that Martin Luther had unfairly condemned this man and his followers as heretics and encouraged their persecution by his own followers over their method of Baptism.
